A note on definitions may be helpful. Practitioners tend to talk about public private dialogue – the regular conversations between private and public sector actors such as a Ministry and a trade association and which may be simply to understand each other better or maybe to discuss a particular issue – and private sector advocacy – the actions of a private sector organisation attempting to influence public policy. Academics tend to talk about special interests or business interests and about state business relations. Whatever you call it, the objective is the same -some or all of the private sector aiming to influence public policy in order to improve the business enabling environment.
